ESRI delegation visited Turkey


First Deputy Director of the Board of Directors of the Economic Scientific Research Institute Arzu Huseynova and Research Fellow of the Department of Science and Education of the abovementioned institute Elsevar Latifli visited the city of Ankara of the Republic of Türkiye with the other members of the working group from 26th to 29th  of September, 2022, in connection with ensuring the implementation of the clause on "Organizing visits to advanced countries with the aim of stimulating scientific publications and elaborating proposals on the results" of the Roadmap for 2022 of the Subgroup on the “Improvement of International Rating Indicators (H index) related to Scientific Publications" of the Working Group “On Technology and Innovation” of the Commission on Business Environment and International Ratings of the Republic of Azerbaijan.

During the visit, the delegation attended meetings at  Middle East Technical University, Ankara University, Bilkent University, and Hacettepe University. The main objective of the meetings was to promote the exchange and broaden the perspectives of cooperation.

The meeting discussed the study of the experience of scientific and higher education institutions in terms of their access to international scientific bases, the funding system of research activities in Turkey, the rating system of scientific potential at universities, the inclusion of scientific journals in international databases, the implementation of joint scientific research and potential opportunities for cooperation. The Turkish side stated that it received support from TÜBİTAK in terms of the issues reviewed and acquired financial support through participation in their rating system.

ESRI representatives met with representatives of TÜBITAK within the framework of their visit. During this meeting, the possibilities of inclusion of the ECO "Economics" journal in the national indexing base of Turkey, researching the management system of uniform personnel forms of scientists, and establishing cooperative relations with TÜBİTAK were discussed. ESRI representatives closely familiarized themselves with the rating system of scientific institutions and journals of TÜBİTAK. They also discussed the methodology and criteria of the national indexing system for scientific journals applied by TÜBİTAK.

During the familiarization with the experience in Turkey, the main directions for improving the country's rating indicators for scientific publications were identified. These directions include issues such as strengthening the country's scientific research potential and proper organization, management and integration of scientific research activities into international systems based on the wide use of digital platforms.
