The accelerated development of industrialization, transition to “knowledge economy”, expansion of the application of innovative approaches are the elements of economic policy of a free state with open economy. Scientific and technological development as one of the main and unaltered resources of the industrialization era creates highly specialised human resources potential.
Towards that end Academy of Sciences, Universities and Sectoral Institutes on problematic topics deal with the development of highly skilled human resources in Azerbaijan. Economic Scientific Research Institute of the Ministry of Economy in line with its profile deals with the development of scientific human resources by way of preparing them for PhD and Doctor of Sciences.
Admission criteria
The admission to this pillar of higher education is carried out each academic year according to “The Rules #129 on the Establishment of Doctoral Programmes and Admission to the Doctoral Programmes” of the Cabinet of Ministers of the Republic of Azerbaijan dated July 1st, 2010 , as well as based on the current admission plan.
According to the respective rules, the announcement of admission is made public by way of publishing in the official press.
Currently the admission is open for the following 12 specializations:
5301.01 - Internal fiscal policy and public financing;
5302.01 - Econometrics; economic statistics;
5303.01 - Accounting
5304.01 - Types of economic activity;
5306.01 - Economy of technological innovations;
5307.01 - Economical theory;
5308.01 - General economics;
5309.01 -Organisation of industry and public policy;
5310.01 - World economy
5311.01 - Organisation and management of enterprises;
5312.01 - Sectoral economy
5313.01 - Demographics.
Citizens of the Republic of Azerbaijan who are the holders of master degree (who defended their master thesis) or whose education is deemed equivalent to the master degree are accepted to the PhD doctoral program based on the competition.  
A person who completed the full course of the doctoral program cannot be accepted to the doctoral program with the same specialization. 
Those who wish to be accepted to the doctoral program must take the admission exams from the foreign language (with the exception of Russian), philosophy and specialization subject within the scale of the academic program in force for the master degree.  
The foreign language exam is implemented by the State Examination Centre of the Republic of Azerbaijan. Those who hold a foreign language proficiency certificate (IELTS, TOEFl, TestDaF, DELF, DALF, STANAG) are exempt from taking the foreign language exam. The equivalence of the international language certificate to the pass mark of the examination is determined by the State Examination Centre.
Those who do not take foreign language exam or whose result is below the pass mark are not allowed to take the philosophy exam, those who do not take the philosophy exam are not allowed to take the speciality subject exam. 
Scientific and pedagogical workers who are holders of master degree (who defended their master thesis) or a degree deemed equivalent to a master degree, with demonstrative  achievements in respective research field, whose main place of work is either institute of higher education, scientific enterprise and organisation, with at least two years of professional scientific or scientific-pedagogical  work experience can apply to the dissertation program to obtain PhD degree.
Those who wish to obtain PhD degree by way of dissertation programme must take the examination at the State Examination Centre of the Republic of Azerbaijan within the scale of the academic programs (with the exception of Russian) in force for foreign language for the master degree level.
In order to receive Doctor of Sciences degree by way of dissertation programme it is imperative to have a PhD degree.
Documents required for PhD and Doctor of Sciences degrees:

• reference (addressed to the director of the Economic Scientific Research Institute of the Ministry of Economy);
• HR personal-registration form (properly signed and sealed at the place of work);
• auto-biography;
• 4 pictures (3x4);
• Certified copies of diplomas on completion of the institute of higher education and addenda to diplomas (the original is presented in person) (citizens of the Republic of Azerbaijan who completed their studies abroad must have notary certified copies of certificates recognizing their educational credentials abroad (the original is presented in person);
• Copy of ID (the original is presented in person).

Additionally 
For those who want to obtain PhD degree in the doctoral program:

• document certifying that the candidate scored the pass mark (minimum 25 points) on the foreign language exam;
• list of published scientific works or a thesis on the selected specialization;
• reference from work or a certified extract from the employment book (from the last place of work)(for those currently employed).

For those who want to obtain PhD degree via the dissertation program:

• document certifying that the candidate scored the pass mark (minimum 25 points) on the foreign language exam;
• list of published scientific works or a thesis on the selected specialization;
• reference from work;
• extract from the employment book.

For those who want to obtain Doctor of Sciences degree via the dissertation program:

• certified copy of PhD diploma (candidate of sciences);
• list of published scientific works;
• reference from work;
• extract from the employment book.
