On June 21, 2022, a fifth meeting of the subgroup on “Improving international rating indicators (H index) related to scientific publications" .of the working group on "Technology and innovation" of the Commission for Business Environment and International Ratings of the Republic of Azerbaijan was held at the "ASAN service" center No. 7. Representatives of the working group, young scientists, academic staff of higher education institutions and company representatives were invited to the meeting. Arzu Huseynova, deputy director of the Economic Scientific Research Institute (ESRI), and Elsever Latifli, chief specialist of the Department of Economic Modeling and Analytical Analysis, participated in the event.
Fariz Jafarov, head of the subgroup, and director of the Electronic Government Development Center made a speech and informed the audience about the work done in the direction of the implementation of the "2022 Road Map on improving international rating indicators related to scientific publications".
Then, a report was presented within the section on "Increasing intellectual potential". The presentation was delivered by Arzu Huseynova, deputy director of ESRI, and Emin Gharibli, head of the Additional Education Department of Azerbaijan State Economic University.
During the presentation, the current requirements to increase the foreign language skills and digital competencies of researchers, the detailed classification of digital competence presented by the European Union, the development of programs according to this classification, the determination of the best programs for their implementation, the choice of digital tools, the establishment of a system of competences in the digital environment were discussed. At the same time, the presentations prepared as examples about the rules of viewing and working on the impact factor of "Web of Science" journal and on the rules for registration and working in the "Google Scholar" system were discussed. During the presentation, the experiences of countries on the stimulation of scientific publications were also reviewed.
In the end, an agreement was reached on the additions and amendments to be proposed to the programs to raise foreign language and digital skills of scientific researchers, as well as to existing legislative acts, and it was decided to continue the work with the relevant institutions in the direction of the implementation of those programs in the future. At the end of the meeting, the participants expressed their opinions on the topics and engaged in extensive discussions.
