On February 23rd, 2023 State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy held a scientific conference on the topic “Heydar Aliyev’s Role on the Formation of Competitive Economy” dedicated to the 100 year anniversary since the birth of the nationwide leader.
The event was attended by representatives of the Ministry of Economy and the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy and other state entities, members of the parliament and heads of institutes of higher education and business associations. The Economic Scientific Research Institute (ESRI) was represented at the event by First Deputy Chairperson of the Board of Directors, doctor of economic sciences, Arzu Huseynova, Research Fellow of Department of Science and Education, Elsevar Latifli, Research Fellow and Junior Research Fellow of Department of Local and International Cooperation Shukur Guliyev and Samira Mirzaliyeva.
Delivering the opening remarks chief of the state service Mammad Abbasbeyli underscored the importance of the economic strategy which came about as a result of development of the competitive environment by the nationwide leader Heydar Aliyev. It was noted that the implementation of the strategic development concept determined by the nationwide leader in Azerbaijan established significant grounds for the formation of national economy based on free market relations, establishment of economic system meeting the requirements of the new time and provision of development.
Focusing on the importance of competition in the economy the Chief of Service underlined that thanks to the adoption of the laws of the Republic of Azerbaijan “On Unfair Competition” and “On Natural Monopolies” the development of antimonopoly legislation was provided since the second half of 1990s. The economic development strategy of the modern Azerbaijan the foundation of which was laid by the nationwide leader is successfully continued by the head of state Ilham Aliyev. It was underscored that “Azerbaijan 2030: National Priorities on Socio-Economic Development” were approved by the government for the sustainable development of national economy. One of the 5 priorities incorporated in this document is specifically the development of sustainable and competitive economy for the realization of which systemic measures are taken. It was noted that the new Competition Code to be adopted in the near future will ensure the development of economy, welfare of consumers and will increase the quality of products and services by promoting competition and free entrepreneurship.
In his speech, Deputy Minister of Economy, Sahib Alakbarov stressed that thanks to the measures implemented based on the wise policy of the nationwide leader Heydar Aliyev political and macroeconomic stability had been established in our country and this established strong foundation for the implementation of economic reforms. With the evolution of free market economy the diversification of economy and the development of the non-oil sector and regions were accelerated, state support for private sector was strengthened, the development of medium entrepreneurship, in particular of small entrepreneurship and free competition was provided and the social welfare of the population was further improved.
The event featured guest speakers such as the Chair of the Public Council under the Ministry of Economy, rector of UNEC, Adalat Muradov, Member of Parliament, Ziyad Samadzade, Chairman of the Board of Directors of the Small and Medium Business Development Agency, Orkhan Mammadov, Deputy Chair of the Board of Intellectual Property Agency Sanan Tapdigov who talked about the unprecedented services of the nationwide leader Heydar Aliyev in the development of economy.
Then, the scientific conference continued with the panel session on the topic “Competitiveness in the New Azerbaijan Economy.” The panel participants were informed about the legal and practical characteristics of antimonopoly policy based on global experience.
