Economic Scientific Research Institute Announces Admission to Doctoral Programs for 2023

The Economic Scientific Research Institute (ESRI) of the Ministry of Economy announces admission to doctoral (full-time and part-time) programs for the academic year of 2023 in accordance with the "Admission plans of higher education institutions, scientific institutions and organizations of the Republic of Azerbaijan for doctoral and dissertation training for the year of 2023” approved by the decree of the Cabinet of Ministers of the Republic of Azerbaijan No. 261s dated March 10, 2023.

Documents must be submitted in person to the Department of Science, Education and Career Development of the ESRI from April 17 to May 16, 2022 from 11:00 to 17:00 (excluding Saturdays, Sundays and public holidays). 
Admission will be held in 12 specialties: 

  • 5301.01 - Internal Fiscal Policy and Public Finance;
  • 5302.01 - Econometrics; economic statistics;
  • 5303.01 - Accounting;
  • 5304.01 - Economic Activity Types;
  • 5306.01 - Economics of Technological Innovations;
  • 5307.01 - Economic Theory;
  • 5308.01 - General Economics;
  • 5309.01 - Industrial Organization and State Policy
  • 5310.01 - World Economy;
  • 5311.01 - Organization and Management of Enterprises;
  • 5312.01 - Field Economics;
  • 5313.01 - Demography.

Citizens of the Republic of Azerbaijan who have completed/about to complete a master's degree (having defended a master's dissertation) or an equivalent academic degree are admitted on a competitive basis to the Doctor of Philosophy program (full-time and part-time). A person who has completed a full course of doctoral studies (former postgraduate studies) cannot be re-admitted to doctoral studies in the same specialty.

Those wishing to be admitted to a doctoral program must pass entrance exams in a foreign language (English, French, German), philosophy and a specialty subject within the scope of the current curriculum for the master's degree of higher education.

The foreign language exam is conducted by the State Examination Center of the Republic of Azerbaijan. Holders of a valid international language certificate in a foreign language (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG) are exempt from the foreign language entrance exam. The equivalence of an international language certificate to the passing grade of the foreign language exam is determined by the State Examination Center. Those who have not taken the foreign language exam or have not got a passing grade are not allowed to take the philosophy exam, and those who have not passed the philosophy exam are not allowed to take the specialty exam.

Those who have completed/about to complete a master's degree (having defended a master's dissertation) or an equivalent academic degree, have certain achievements in the relevant research field, whose main place of work is a higher educational institution, an academic institution and organization, and have at least two years of research experience or academic work can submit documents for the application to Doctor of Philosophy by dissertation.

Those wishing to obtain the degree of Doctor of Philosophy by this way should take an exam in a foreign language at the State Examination Center within the scope of the current curriculum for the master's degree. Holders of a valid international language certificate in a foreign language (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG) are exempt from the foreign language entrance exam. The equivalence of an international language certificate to the passing grade of the foreign language exam is determined by the State Examination Center. Those who have not taken the foreign language exam or have not gotten a passing grade are not allowed to take the philosophy exam, and those who have not passed the philosophy exam are not allowed to take the specialty exam.

The main requirement for those wishing to enroll in a dissertation program on the Doctor of Science (a post-PhD Degree) is the degree of Doctor of Philosophy.

Required documents:
On Doctor of Philosophy and Doctor of Science degrees

  • an application (addressed to Chairman of the Board of Directors of the Economic Scientific Research Institute of the Ministry of Economy of the Republic of Azerbaijan);
  • an employment ID (signed and sealed at the workplace);
  • autobiography;
  • 4 photos (3x4 cm);
  • notarized copies of diplomas and diploma supplements (original documents are submitted in person) 
  • notarized copies of the certificate of recognition of educational documents for citizens of the Republic of Azerbaijan who studied abroad (original documents are submitted in person);
  • a copy of the ID card (an original one is submitted in person).

In addition
Those who want to get the degree of Doctor of Philosophy by doctoral program:

  • a document confirming that the candidate fulfilled the required foreign language exam (minimum 25 points);
  • list of published academic works or a proposal on the chosen specialty;
  • a testimonial from the employer;
  • a certified extract from the employment ID (for those with work experience).

Those who want to get the degree of Doctor of Philosophy by dissertation:

  • a document confirming that the candidate fulfilled the required foreign language exam (minimum 25 points);
  • a list of published academic works or a proposal on the chosen research specialty;
  • a testimonial from the employer;
  • an extract from the employment ID.

Those who want to get the degree of Doctor of Science (a post-PhD degree) by dissertation:

  • a duly certified copy of the diploma of Doctor of Philosophy (PhD);
  • a list of published academic works (indicating the name of the academic work, date of publication, journal/conference, etc.);
  • a testimonial from the employer;
  • an extract from the employment ID.

In the competition for admission to doctoral studies, among candidates with the same scores, preference will be given to those having higher GPA (Grade Points Average) in bachelor’s and master’s studies, relevant initial academic proposals, research and analytical skills and experience, and good knowledge of a foreign language (languages).

Potentially worthy candidates who will be awarded the title of doctoral student and dissertator of the Institute will have an opportunity to be involved in part or full-time working activities in the future structure of the Institute within the relevant law.

Admission of foreigners or stateless persons to doctoral studies is carried out in accordance with international agreements to which the Republic of Azerbaijan is a party, the laws of the Republic of Azerbaijan on "Science" and on "Education", as well as agreements signed between the Institute and the foreigner or the stateless person. Study of foreigners and stateless persons in doctoral and dissertation programs is carried out on a paid basis.

For foreigners and stateless persons who have studied abroad, notarized copies of the diplomas of higher education and certificates of recognition of the diplomas must be submitted.
