He graduated from the school of Applied Mathematics of Azerbaijan State University (now Baku State University) in between 1978 and 1983.

From 1983 to 2003 he started off his career as a senior laboratorian at the Institute of Problems of Deep Oil and Gas Fields of the Azerbaijan National Academy of Sciences and later served as an engineer, senior engineer, junior associate, senior associate, leading associate, chief associate, sector head and department director. In between 2003 and 2011 (from 2009 concurrently with another position) he worked as a head of “Economic Research of Oil and Gas Problems” department at the Institute of Geology of ANAS.

From 1985 to 1989 he underwent postgraduate study at the Institute of Problems of Deep Oil and Gas Fields. Having defended his candidacy dissertation in 1990 he received his scientific degree of a candidate of technical sciences with the specialisation 05.15.06 - “Development and Exploitation of Oil and Gas Fields.” From 1995 to 1999 he underwent doctoral program at the Institute of Problems of Deep Oil and Gas Fields. In between 2000 and 2004 he received his second higher education (with distinction) from the school of International Law of Baku State University. Having defended his dissertation at the Institute of Cybernetics (now known as Management Systems Institute) of Azerbaijan National Academy of Sciences in 2007, he was conferred upon a scientific degree of a doctor of economic sciences specializing in “Mathematical and Instrumental Methods of Economy”. In 2013 he was awarded a scientific title of a professor on “Econometrics, economic statistics” (Former “Mathematical and instrumental methods of economy).

In between 2009 and 2019 he served as a director of Economic Reforms Scientific Research Institute (current Economic Scientific Research Institute) of the Ministry of Economy of the Republic of Azerbaijan.

V. Valiyev is the author of 112 scientific works, including more than 40 publications published abroad, as well as of 1 monograph and 1 textbook.

Currently, he works as a rector of Azerbaijan Technical University.
