In between 1976 and 1981 he acquired a degree of a mathematician and a teacher of mathematics from the department of mechanics-mathematics of Azerbaijan State University (now Baku State University). From 1981 to 1985 he was engaged in pedagogical activity in different schools. From 1985 to 1989 he graduated from the post graduate program of Cybernetics Institute of Academy of Sciences of the Republic of Azerbaijan. During his graduation year he was appointed to the position of economic-engineer in the “Cybernetics” Special Constructor Bureau. Since March of 1992 he was transferred to the Scientific Research Economic Institute (SREI) under the State Planning Committee of the Republic of Azerbaijan. From that date until June of 1994 he worked as a junior associate at SREI, from there on until April of 2007 he was a senior associate, department head, deputy director for scientific works and director at Economic Reforms Centre established on the basis of SREI (current ESRI) under the Ministry of Economic Development (Ministry of Economy until April 30th of 2001) of the Republic of Azerbaijan. Since April 2007 he worked as a scientific adviser and chair at “Yerli İqtisadi İnkişaf Mərkəzi” Public Association.
In 1992 having defended his dissertation on the topic “Modelling of the Impact of Structural Changes on Economic Growth” he acquired a scientific degree of a candidate of economic sciences on “economic-mathematics methods” and in 1999 was deemed worthy of a title of a principal associate with the specialization in “World Economics and International Economic Relations”.
He is the author of more than 60 published (inside and outside of the country) scholarly articles, theses and scientific-research works, 1 monographic publication, 1 monograph (with co-authors), 2 books - thesauruses (with co-authors) and 1 booklet.
