In between 1978 and 1983 he graduated from the department of engineering and economics of Azerbaijan Oil and Chemistry Institute with a specialization of engineer- economist. In 1983 he was appointed to work as an economist, senior economist and 1st degree economist-engineer in the Automation Management Systems department of Azerbaijan National Academy of Sciences. In between 1996 and 2000 he worked as a co-founder and general-director of “SIAR” Social-Economic Research Centre. In May of 2000 he was elected as a chair of the board of Azerbaijan Marketing Specialists Public Association.  In between 2002 and 2004 he continued his professional activity as a deputy director and director of Economic Reforms Centre (current ESRI) under the Ministry of Economic Development of the Republic of Azerbaijan.  From 2004 till 2006 he worked as a director of Anti-Monopoly Policy Department of the same ministry and from January to May of 2009 he was appointed as a president of Export and Investments Promotion Foundation operating under the ministry. In between 2010 and 2013 he worked as an advisor to the Science Development Fund under the President of the Republic of Azerbaijan. Since May of 2012 he was appointed to the position of advisor to the president of Azerbaijan National Academy of Sciences. 

In 2014 Rahim Huseynov defended his dissertation on the topic “Characteristics of the development and development problems of marketing services databases in the Republic of Azerbaijan” and was deemed worthy of a PhD degree in economics. 

He was the author of the 3rd volume of “Big Economic Encyclopaedia and of the chapter “Essence of Marketing, Marketing Policy and Marketing Strategy”.
He passed away on May 12th of 2014.
