In between 1967 and 1971 he studied at the school of economics at Azerbaijan National Economic Institute named after Dadash Bunyadzade. He was assigned to the Institute of Economics of the Academy of Sciences of Azerbaijan SSR and completed a post-graduate program there. In 1977 he defended his dissertation to acquire a degree of a candidate of economic sciences. From 1984 to 1986 he was dispatched to the Institute of Economics of the Academy of Sciences of the USSR in Moscow and completed his doctorate dissertation there.
In 1988 he defended his dissertation to acquire a degree of a doctor of economic sciences. In parallel with his main scientific activity he was also engaged in pedagogical work in about 20 institutes of higher education in Baku. In 1993 he was conferred upon a title of a professor. In 1994 he was appointed as a director of Economic Reforms Centre (current ESRI) established under the Ministry of Economy.
In 1995 he was elected as a Member of Parliament and was appointed as a member of the standing committee on economic policy. He passed away on December 30th of 1997.
