He graduated from Baku State University, Azerbaijan State University of Economics, Pedagogical Personnel Training Institute, Durham University in United Kingdom, Dokuz Eylul University in Türkiye and Cairo University in Egypt leading to various higher education degrees and qualifications.
M.Humbatov has worked at Ministry of Economic Development (now Ministry of Economy of Azerbaijan Republic), Strategic Research Center under President of Azerbaijan Republic, Ministry of Taxes and other state companies and several finance, service and production related private companies. He co-founded several startups and grant projects within the country. Had worked as member and expert at UN and its agencies, European Reconstruction and Development Bank, Islamic Development Bank, Asian Development Bank and other international organizations and finance institutions.
M.Humbatov has participated at short-term and medium-term trainings that were held in the US, United Kingdom, Austria, Germany, Switzerland, Czech Republic, Russia, Türkiye, Malaysia, Korea, Filippines and other countries.
M.Humbatov conducted social lectures at universities in the United Kingdom, Germany, Austria, Hungary, Czech Republic, Bulgaria, Malaysia, Korea; was involved in teaching and research activities at Azerbaijan State University of Economics Special Talents Group and UNEC Business School, Azerbaijan University BBA and MBA programs. He had worked as visiting scholar at London University of the United Kingdom.
M.Humbatov authored 7 books, including 6 in English in the fields of international economic relations, international organizations, financing infrastructure projects, public-private partnerships, management of state companies, transport corridors, environment and other fields; more than 70 scientific and political based research and papers in many languages.
M.Humbatov knows English, Arabic, Persian, Russian and Turkish languages.
In between 2021-2019 served as a first deputy director and alternate director of Economic Scientific Research Institute of the Ministry of Economy of the Republic of Azerbaijan. Under his leadership many milestones like making the Institute a Ministry think thank in the form of a public legal entity, making the subsidary of institute Educational Training Center became public legal entity, establishing new brand of the institute (the ESRI) and corporate identity, publishing the institute web site in 3 languages and important social network profiles; holding the first financial report and external audit opinion in the public sphere, establishing cooperation with more than 60 international organizations and think thanks, preparation of project for the well-known consulting company for the first time, enlargement of doctoral program, establishment of international journals and other milestones have been achieved.
